Fill the tank with water, and use it for a cooler.
The mist will be cooling on hot days in dryer climes that this. Down here in the summer it would just make you sticky.
Additionally, you could add some pleasant scent to the water…

I thought maybe it was in waiting to dispense calming drugs for the health care reform town hall in Normal, if necessary.
It looks very similar to the snow making machines that ski slopes have. I don’t know why there would be one in Normal and on a construction site no less. But that is the best guess I have.
You use it when pouring concrete in very hot palaces like the Middle east in addition to the concrete being mixed with ICE instead of water
